Nearly half of all employees at the U.S. State Department report experiencing discrimination, bullying and harassment in the workplace, an internal survey reviewed by The Wall Street Journal found, a sign that the Biden administration faces an uphill battle in its effort to build a more diverse diplomatic corps.
